Federal Government equivalent of City and Regional Planning

I think it is great that the stimulus bill was passed, should be good for everyone. But, here's my question: is there a federal equivalent to a city and regional planning office? For example: let's say the train from LA to Las Vegas was really going to be built. It's a good idea and has a lot of potential for the anchor cities and the states involved. But, there is another project that will interfere with the timeline of the of train project. Also, there is a plan in another state to use their money to build a new dam, which may affect the foundation for the LA train.

Is there/what is the office of the federal gov't that looks at these projects from a planning perspective as a city/regional planning office would for local projects? It seems like we would need to have THAT kind of oversight as well as budgetary oversight to ensure real efficiency in how the money is spent as well as coordination to ensure that the administration's objectives of sustainability, economic recovery, etc... are met.
