Land Use Attorney

I have a masters degree in Planning and have been in the profession for 8 years almost. I like the regulatory side (as opposed to long range stuff) and I would like to make more money. If I were to go to law school and eventually be a land use attorney, should I apply for schools with a land use law program? Or are those geared toward people with no planning background so that they are sort of getting a dual masters in planning and a JD? I know they aren't truly dual degree programs, I am just in a hurry and trying to get this posted.

Or is it smarter to go to a law school that doesn't necessarily have a land use law program and still haev my sights set on being a land use attorney?
