"Elkader, Iowa, staged a New Orleans-style funeral parade before a rally celebrating its rebirth; Mansfield, Ohio, was the butt of a Bill Cosby joke before it turned itself around; Walla Walla, Wash., attracted new businesses by cleaning up the streets; Danville, Ky.'s revitalization attracted the 2000 vice presidential debate; and Enid, Okla., built a "field of dreams" as part of its restoration."
