A large federal facility can have a dramatic impact on the vitality and livability of a community. Government planners are recognizing this.
"In Montpelier, Vermont, a federal building that divides the downtown is remaking itself into a pedestrian-friendly bridge between two downtown neighborhoods. In the process, not only is a barrier disappearing but several decades of community resentment toward the building and the federal government are disappearing as well."
