Bio Fuels regulation

I’m working on some research for a local municipality on Bio Fuels and regulation. I have found some stuff overseas, but wanted to see what US cities are going or have talked about. The reason this has come up, we have a person in a neighborhood who is spilling some of the chemicals in the public right of way and there is an environmental and clean up issue with this. We are also looking at how the fire hazard is being handled in the production of the fuel in a neighborhood. Also, personal vs. production/sale use of bio fuels. Any info would be much appreciated.

Bio Fuel Requirements

I have only found federal permitting requirements. They can be found at http://ecfr.gpoaccess.gov, Title 29, Part 19, Subpart Y or call 513.684.3334.

It appears that the California Air Resources Board requires a permit.

Have you found any other information??
