Vancouver makes a bid to join the list of North America's high-tech hubs with a plan lure technology companies to the city's downtown...while maintaining its image of a scenic city."Larry Beasley, Vancouver's co-director of planning, said that while the development is beneficial to the city's economic growth, it must be handled in a delicate manner."
