Good Site Plan Standards

We are in the process of researching alternative municipal ordinance models. Does anyone know of examples of progressive, easily discernable and explicit municipal site plan review standards with corresponding waiver criteria? If you have a site plan ordinance from your community or language from anotherpart of the nation (...or the world) that you see as a good model, I would greatly appreciate any and all insight.

I think you might be interested in form based codes/zoning. Look into the Form-Based Codes Institute and Peter Katz.

If this isn't what you are looking for I can't think of too many specifics as far as clear site plan review procedures or standards. Here in PA most all plan review is driven by the Zoning Ordinance and the Subdivision & Land Development Ordinances, but they usually don't go far enough, unless there are provisions for PRDs, village districts or TND-like codes - then they can be effective.
You might want to google some progressive planned communities (like Hilton Head, SC)to see how they regulate site design. Charleston, SC and Norfolk, VA would be worth checking into as well. Norfolk has a great planing department and a WONDERFUL set of design guidlines (a pattern book).
