Myths and facts about urban growth boundaries.
Portland's urban growth boundary has been credited with revitalizing the city of Portland and blamed for Portland's high housing prices. Ironically, a similar scheme would be more viable in stagnating Rust Belt cities like Buffalo, which have more significant urban decay problems than Portland but no housing affordability problem.
