Smart Growth advocates want federal real estate decisions to consider sprawl.

"Glendening and his allies in Congress want the federal government to consider urban revitalization and suburban sprawl as a determining factor in its real estate decisions. At the federal level, such a policy would have a momentous impact both nationally and in the Washington area."
