Charette/visioning software?

Can anybody recommend a software package(s) that is used for charettes/visioning/citizen involvement?

There are several to choose from. Index from Criterion is supposed to be good. It is basically an extension to be used within the ArcGIS environment. Depending on what you are doing, you should check out the Reality Check model. It's a very simple GIS visioning tool that allows the public to place future growth where they believe it should be placed. After individuals (in groups) place the future population on a map, GIS is used to evaluate the different scenarios.
