Farmers Can't Afford To Protect Environment

Conservation programs that help farmers protect the environment are short of funds.

"The Agriculture Department's Environmental Quality Incentives Program (EQIP) is intended to provide assistance for farmers embarking on a project like Smith's. But during fiscal 2000, the department approved 16,443 of 76,168 applications, turning almost 80 percent of applicants because funds are not available. Other federal conservation programs face similar shortfalls."
