Home-based biodiesel production

Does anybody know of a California jurisdiction with good regulations regarding the home-based production of biodiesel? We're getting more interest regarding this in our jurisdiction, and some thorny issues are starting to come up in terms of safety, scale, and overall appropriateness in a single-family residential neighborhood. Any suggested definitions, regulations, or limitations would be welcome.
