CA Power Needs Alienating The West

Other western states have the same power needs as California and they fear that California will bleed them dry.
Agreements California made long ago with other western states are now being reviewed by these states. Just as California, most western states have also outgrown their ability to provide water and electricity for their own populations. They want to curb CA's supply and serve themselves.
