Planning Intern question "Tent sales"

I am interning for a town just outside of Indianapolis, and my boss asked me today to find out some info on "tent sales" He wanted to know if there are any other towns that have special provisions for grand opening type sales, where the sale extends out into the parking lot, etc. IF anyone has any info on this sort of thing, I would apreciate it.

I've seen these done most

I've seen these done most often through a "Temporary Use Permit" or "Special Use Permit" that is issued by the Planning Director, but usually upon routing it by the Police and Fire folks. Depending on the location, the combination of displaced parking and large crowds of excited shoppers can overwhelm nearby commercial properties. Typically, there's a requirement to use no more than 50% of the parking lot, leave fire lanes open, and allow it for no more than 3 days. Of course, the circumstances (parking, fire, etc.) will vary by area). The same goes for Radio Station promotions at bars, sporting goods, stores and the like.
