A plan for Montgomery County, MD raises questions about owners' rights.
"The old homestead sits on 52 acres of Potomac property where the Tipton family has lived for more than half a century. The girls have long since grown up, and their father died years ago. The only family member still there is Lorraine Tipton, now 93, bedridden and unable to care for herself.Her bedroom window looks out over the sloping scenery that stretches out behind the brick house where she raised her family. It is beautiful land, even when painted in the stark browns and grays of winter. It is where she would like to end her days."
