Lawsuit over removal of bike lanes in Houston contends removal violates the federal Congestion Mitigation and Air Quality program.
"...[I]n late November, the bike lanes were removed to make way for two additional car lanes. The car lanes were needed, city officials said, to ease downtown gridlock as a result of the ongoing Interstate 45 construction. Outraged by the action, a biker filed a a lawsuit in federal court against Norman Mineta, secretary of the U.S. Transportation Department, the state's transportation department and the city."
