US' Unaffordable Housing Crisis

The number of Americans that pay more than half of their income towards rent increased 38% in one year. Is this a crisis?
"The number of middle-income families that pay more than half of their income for housing or live in severely inadequate housing increased 38 percent between 1997 and 1999, according to data from the Census Bureau's 1999 American Housing Survey."
