Water Resources Threatened by Urban Sprawl

30 January 2001 - 12:00pm

As urban sprawl threatens water resources in Pennsylvania, two state lawmakers propose legislation to protect water from sprawl.

"With too much development, wells dry up and faucets slow to a trickle. Rainfall cannot seep into the ground through a parking lot. Storm drains back up, creeks overflow, basements flood. Runoff carries pollutants, which can contaminate streams and wipe out wildlife habitats. In Pennsylvania, the state and its 2,568 municipalities have little power to use concerns about water to stop development."

Under the proposal, the government would assign the populace the task of counting and mapping dog droppings as a first step to greater penalties for owners who fail to clean up after their mutts.
