What are the assumptions to estimate a population from landuse information

I want to know what the standard assumptions are to estimate the population (residents, workers, visitors) for a master plan based on landuse and gross floor area.
This is for the purpose of calculating utility loads/ demands.
Is there any planning manual where such assumptions are listed and explained?
Relevance to the Middle East situation would be very helpful.
