NATURE OF WORK

This is an advanced professional, administrative, and managerial position that reports directly to the Director of Planning and Zoing. The work involves managing, planning, organizing, and supervising planning staff to efficiently review land use applications and cases while insuring that sound urban planning practices and land use management techniques are used.

PRIMARY DUTIES AND RESPONSIBIITIES: (May not include all duties performed.)

Manage, plan, organize and supervise land use applications for the Department of Planning and Zoning including special exceptions and rezoning applications. Will supervise the administration of the Town Plan; will assist in the review of admendments to the Town Code on zoning and land-use related issues; prepare and administer department budget and will supervise the departmental planning staff.
Manage the preparation of short and long-range planning studies, research reports, policy documents, and comprehensive plan reviews. the, Will advise the Director of Planning and Zoning on related developmental issues.
Will supervise the Town’s comprehensive planning efforts and assist in the enforcement of local codes and ordinances governing the development and subdivision of land, area development, as well as other land use issues.
Will negotiate with development applicants to resolve rezoning and planning issues. Will be required to present staff reports to the Planning Commission, Town Council and other Boards and Commissions either with the Director or in the absence of the Director
Will serve as a technical advisor and liaison to the Planning Commission, Board of Zoning Appeals, Board of Architectural Review, and other groups as needed
Coordinate planning and zoning functions between private developers and other departments in the plan review process.
Work with public agencies to determine how to assist developer’s work within the Town planning and zoning guidelines.
Customer service to public and developers.
Will respond to a variety of inquiries from the general public concerning policies related to planning and zoning.
The Deputy position serves as Director in their absence.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge:
Advanced theories, principles and practices of urban planning, zoning and community development.
Federal, state and local laws and standards applicable to planning, zoning and community development.

Skills and Abilities:
Manage, plan, organize, direct, and supervise a planning and zoning program, and to conduct technical research.
Read and interpret Town Code, plans, specifications, and blueprints.
Analyze and supervise the compilations of technical and statistical information and to prepare complex technical reports.
Communicate effectively both orally and in writing and to make effective presentations to professional and lay groups.
Establish and maintain effective working relationships with Town employees, other governmental agencies, and the general public.
Ability to effectively manage employees with diverse job duties and responsibilities.
Ability to effectively communicate complex topics and issues to a variety of groups, including staff, elected and appointed officials, as well as the general public.
Customer service toemployees and the public.

RECRUITMENT QUALIFICATIONS

Required:
Bachelor’s degree in Planning or related field and five years of progressive experience in planning and two years of supervisory and/or management responsibility years of progressively responsible management experience.

Preferred:
AICP; APA
Extensive knowledge of Virginia law as it pertains to planning and zoning.
Masters Degree in Planning, Public Administration, or related field.
Five years of supervisory and/or management experience.

SALARY RANGE: $67,567-$113,406 plus excellent benefits package
