Facility Planning

Pine Haven, WY, a small community with a population of about 500 would like to build a new city hall, fire station and safety building. What would you suggest as step to begin the process. They also need to sell these new ideas to the public.

Do they look for and purchase land first? I would think they should do a facilities plan so that they can justify the need for these new buildings.

I am looking for any suggestions you can give about how to start a process like this. Thanks!!
