Senior Finance Officer
SENIOR FINANCE OFFICER - Los Angeles, CA
Annual salary: $86,352 - $105,216 (DOQ), plus excellent benefits. Since 1948, the Community Redevelopment Agency of the City of Los Angeles (CRA/LA) has been Los Angeles' public partner in housing, commercial, neighborhood and economic development. CRA/LA is dedicated to revitalizing, refurbishing, and renewing economically underserved areas of Los Angeles. CRA/LA seeks to hire two Senior Finance Officers to support the Capital Finance Department.
Positions will provide professional staff assistance in the financial structuring of commercial real estate transactions, such as retail, office, industrial and mixed-use development projects; assist in the identification, acquisition, and administration of Agency resources for projects seeking Agency assistance; negotiate transactions; conduct financial feasibility studies; develop, implement and administer short‑ and long‑range Agency‑wide funding strategies to maximize leveraging of Agency’s financial resources; provide underwriting and other support for the City of Los Angeles’ New Markets Tax Credits Program, which is co-managed by the Agency; provide professional staff assistance in the development of the Redevelopment Agency budget by acting as liaison between departmental and executive management; provide technical assistance and training in matters related to project financing; and establish, monitor, develop and evaluate project financing systems and controls.
Minimum qualifications include: Five years of professional experience related to real estate development and finance, including redevelopment finance. Bachelor's degree in accounting, finance or business administration; Master's degree preferred. Valid CA driver's license required. Knowledge of: Credit underwriting and/or financial structuring of commercial real estate transactions, such as retail, office, industrial and mixed-use projects. Private capital markets for commercial development (i.e. debt and/or equity products). Public funding sources for economic development, such as New Markets Tax Credits and tax increment financing. Redevelopment processes, political dynamics and resources. Laws, principles and practices governing the investment of public funds. Principles and practices of personnel management, including supervision and training of subordinate personnel.
