Bush moves quickly to stall Clinton's last minute environmental and historical regulations and set asides.
The new president Bush instructed his chief of staff to halt a series of last-minute Clinton actions. Among the actions targeted are environmental restrictions on runoff from animal feeding operations and reconsidering some national monument designations.
