Land Use Regulation and Solar Power - Any experience with consultants?

My municipality in Canada is looking for a consultant with experience dealing with zoning issues surrounding solar power. Does anyone have any suggestions or experiences? Thanks!

Why not consider development incentives for developments incorporating solar energy?
For example, a 10% density bonus could be provided where 75% of units in a development are fitted out with solar panels
I have been researching such tools in NZ and interest in such ideas is keen
