moped parking ordinance

Hi-
Does anyone out there know of a municipality with a good example of an ordinance for operation and parking of mopeds (you know, the 50cc or less bikes riding around?)- I personally refer to them as "scooters" but am discovering that a true scooter is something entirely different.

What I am thinking of are Vespas and Hondas, etc. In my research, some citys and towns address them within bicycle ordinances and others within motorcycle ordinances... still others do not address them at all. I am working on a question of how to create an easily understandable and fair parking policy for mopeds... hopefully one that is user-friendly enough to encourage more users. I am also thinking about the design of motorcycle/moped-only parking spaces and would love to know about places that have successfully (or unsuccessfully) done this. I'll take any ideas, comments, insights that are out there! thanks....

San Francisco of course...

I don't know where to find the technical answers your describing, but anecdotally I remember San Francisco has lots of motorcycle and moped parking in the downtown area. They provided metered parking that generally takes the form of parallel spots striped perpendicular to the sidewalk.
