Lawmaker Proposes Bill To Slow Sprawl

The new bill would authorize the state to sell bonds to buy development rights to farmland threatened by sprawl.

"Assemblywoman Patricia Wiggins, D-Santa Rosa, has introduced bill AB52, which would authorize the state to sell bonds to buy development rights to farmland threatened by sprawl, and also support infill development in urban areas. With California currently losing 137 acres of agricultural land to development a day, the bond funds would buy conservation easements on threatened farmland, allowing the owner to sell development rights for the difference in value of the land if kept for agricultural use versus that if the land were sold for development purposes. The housing portion of the bill would allocate funds to infill and brownfield development projects."
