Can We Treat Global Warming As An Air Pollution Problem?

Will tightening emissions standards be enough, or do we have to cut down on driving, too?
The experts say any reduction in carbon dioxide emissions -- greenhouse gases -- is likely to be offset by an increase in driving. That's pretty much the same thing that has happened, at least in California, with carbon monoxide emissions over the last 40 years. But in carbon monoxide, the goal has been to cut the rate of growth in emissions. With greenhouse gases, the goal is to reduce emissions a lot. Maybe we can't do that just on emissions controls alone.
