Making LA More Pedestrian Friendly

A three-phased plan is proposed to make the downtown Los Angeles civic center pedestrian-friendly.
"In a city defined by cars, freeways and looped interchanges, a group of leading cultural and political figures wants to give pedestrians their due. Its ambitious plan: to transform the city's center into a people-friendly plaza ringed by cultural institutions, government buildings and residences. "
