Several new technologies initiatives are blooming in Virginia.
"The grassroots origin of the e-Communities program and the swiftness with which the initiative came together offers evidence that the several years spent retooling Virginia's state government to meet the realities of the Digital Age are bearing fruit."This is the second in a series of articles exploring new technology initiatives in several Southern states.
