Georgia Considers Plan To Preserve Green Space

Transferable development rights (TDR)-- successful in other states--are being considered to protect farmland and environmentally sensitive zones while allowing intown development.

Transferable development rights, or TDRs, allow development credits to be transferred from low-density areas --- usually in agricultural or environmentally sensitive zones --- to areas with higher densities, suchas town centers. The measure, approved by the General Assembly in 1998, has worked in other states but has beenslow to gain popularity here.
