Sprawl: Who Is The Top Offender?

Some experts tracking national sprawl trends have identified the top offender.
"[S]ome experts who track the nation's sprawling trends say schools are a top offender in pushing development farther afield....State and local governments actually force schools to the perimeter...Many states...have minimum acreage requirements that all but ensure new schools will be built in fields...Suburbanites never will move back to the city -- akey to stemming sprawl -- until cities offer the kind of neighborhoodschools parents expect."
