Los Angeles: Hapless Giant?

Columnist Dan Walters asks: Is LA's political clout clouded by a population that is heavily low-income?
"As an Assembly clerk read off California's 58 counties last Monday, their legislative delegations arose, and when Los Angeles County's turn came, 25 of the 79 members stood up. As usual, the overwhelming size of the contingent drew a titter from the audience. There was no such reaction when, a few moments later, just two members arose for San Francisco.One might think that with Los Angeles fielding nearly a third of the Assembly, and more than a third of the Senate, it would dominate the Capitol. But it doesn't, thus demonstrating how sharp politics can overcome brute strength."
