Shared Parking in Suburbia

I can only find information on shared parking in an urban setting.
If there is no other mode of transportation than the car, and the jurisdiction is highly utilized by commuter traffic, is it appropriate to implement a shared parking ordinance? Case studies would be very helpful!!!
