Parking Moratorium Sought in Pittsburgh

Pittsburgh officials seek to prevent the conversion of vacant lots into parking facilities.

"With parking at a premium Downtown, city officials want to prevent new parking lots from taking over the neighboring Uptown and the Lower Hill District".
