Redevelopment's Toll In Houston

In a city without zoning, redevelopment has become a popular tool for development. But is the human price to high?

Houston has found redevelopment to be a powerful tool to expand development and revitalize the city. Increasingly, however, there is a human cost to pay. Gregoria Guzman represents the other side of redevelopment: "the little-noticed byproduct of the millions of dollars in new investment transforming some of Houston's oldest neighborhoods. As modest bungalows give way to pricey new townhomes, as empty-nest baby boomers and affluent young professionals flock from the suburbs to taste the pleasures of a resurgent downtown, low-income renters like Gregoria Guzman are paying a steep price."
