What does it take to create sprawl?

Farmers at the Virginia Farm Bureau Federation's annual convention say they know the recipe: "One perfectly pleasant rural community, one generous helping of traffic diverted from nearby congested areas, hundreds of new residents who want to live in a rural setting, one dozen national chain stores in warehouse-like buildings, and two to five dozen smaller franchises, just like the fast food restaurants, auto service shops and convenience stores 10 miles away."
