Public Administration/Public Policy vs. Urban Planning??

I've been working in city government for the past three years and have a Masters in Pubic Administration, in a program I immediately started immediately after college. I've finally figured out what I want to do--urban planning. However, I have no urban planning background. I am interested in pursuing a Masters in Urban Planning for the academic enrichment, connections, and planning opportunities. Would this be the wrong route to go since I already have a Masters degree?

Also, what are the advantages and disadvantages of the programs at big city schools - Berkeley, Columbia, NYU, UCLA vs. more rural schools U Mich., Univ. of Illinois, Ohio State, etc.
