Land Assembly for Redevelopment - Relocation Incentives

Does anyone has experience with a large land assembly for redevelopment purposes? I need to figure out what sort of incentives we can offer those businesses (industrial and commercial) that are going to be relocated. We can find them appropriate properties - but what else can a municipality offer?
