downtown streetscape/public realm improvement plan

I am working as an intern at the City of Raleigh Planning Department, and I am attempting to revise our downtown streetscape guidelines for the purpose of making downtown more attractive and more pedestrian friendly. I am currently pursuing a masters degree in landscape architecture, so I'm basically learning about urban planning as I go along.
I was hoping that someone would be able to tell me about some cities that have great public realm guidelines, or where to find information on the subject in general.
