Proposed Dairy too close to urban area?

A large dairy and feedlot are wanting to locate, via a special use permit process, near a local town. The nutrient mgt plan will involve land adjacent the urban area and residential zoning. The confined animal area is about 1/2 mi from residential zoning. They have room to mitigate the distance to about 1.5 mi from residential zoning.
Anyone know if the APA or anyone has any general guidance on how far large animal operations should be from urban areas? Good planning practices encourage 'as far away' from homes and residential zoning as possible to limit conflict and nuisance issues. Just looking for guidance if anyone has any ideas.
