Developer Incentive Plan Disallowed

The California Coastal Commission rejected a proposal from theCity of San Diego to allow developers to choose from a wide range ofaffordable housing incentives for developments near the coastal zone.The commission specified that only one incentive should be offered perdevelopment, and that the incentive should be the least environmentallydamaging option. The lone commissioner voting for the proposal, SanDiego developer Pat Kruer, was concerned that developers would not buildaffordable housing without a choice of incentives; however, othercommissioners felt that allowing the incentives would significantlyweaken the Coastal Act.
