Wildlife Agencies, Coast Panel Try To Avoid Turf Battle

California's Coastal Commission and federal wildlife agencies are trying to avoid a turf battle over enforcing the federal Endangered Species Act and the California Coastal Act.
" Avoided is a showdown between agencies that enforce two of the most powerful environmental laws: the federal Endangered Species Act and the California Coastal Act. The controversy arose last month, when the commission's executive director, Peter Douglas, said he wanted to begin reviewing regional habitat preservation plans that could affect coastal resources."
