Developers in Florida are using public bond money to build large master-planned exclusive communities on the fringe.
Developers are using public bond money to build large-scale exclusive communities. These miniature cities, complete with shopping centers, schools and office parks, have created a controversy over Florida's 116 community development districts, which so far have been encouraging development away from cities into environmentally sensitive, hurricane-prone coastal areas.
