Clinton Creates New National Monument
10 November 2000 - 1:00pm
President Clinton created a new national monument in northern Arizona and expanded a national monument in Idaho.
"Creating a monument allows the president to ban logging and mining, restrict off-road vehicle use and grazing, and bring added prominence to the areas. Critics say Clinton misused his authority, locking away federal land from commercial ventures that wouldhave brought jobs and money to poor and remote areas. Lawsuits fromconservative groups challenging several previous monuments are pending. Environmentalists, on the other hand, have cheered Clinton's monuments and urged him to create more. "

One major problem with the current focus is that parking demand is tricky to pin down, since demand itself is a function of supply, especially in urban places.
