Communities Struggle With Telecom

Rapid expansion of telecommunication companies has many communities struggling to adapt their telecom land use policies.
"Case in point: Controversial right-of-way "rental" fees proposed by the Kansas City Regional Telecommunications Consortium. The new fees -- included in several model telephone and cable agreements recently released by the consortium -- are designed to capture revenue from companies that route telecommunication lines through communities but don't provide services there, according to the group, which represents 39 local governments in Kansas and Missouri."
