Hybrid Cars Less Efficient By New Mileage Ratings
New EPA rules force manufacturers to lower fuel efficiency claims of most hybrid cars.
"The two top-selling hybrid vehicles, the Prius and Honda's Civic Hybrid, will lose 12 and 11 miles per gallon respectively from their city driving estimates. Other vehicles are downgraded between 2 and 4 mpg (see chart).
Overall, vehicle city mileage estimates dropped by about 12 percent, and some vehicles are expected to be rated 30 percent lower, according to EPA documents."

Prius MPG estimates have always been inflated
My mom has owned a Prius since 2002 and I have driven it extensively as well. We both average exactly 45.0 mpg over time when driving normally (that is, safely, without speeding or tailgating, but without worrying about it too much).
When we first got the car we were very into "driving for mileage" (as encouraged by the real-time MPG info given on the dash) and found that if we were neurotically obsessive about it we could sustain the 48-50 range over time.
I never understood the inflated estimates of up to 60 MPG.
