Is urban sprawl the unstoppable product of economics, demographics and technology. If so, what will this mean for Arizona?
"Market forces do punish unsustainable practices. But they mete out rough justice," writes columnist Jon Talton. Arizona's difficult land use decisions have been affected as much by government intervention -- by subsidizing sprawl and building infrastructure -- as they have by market economics.
