Planner Moonlighting: Where To Draw The Line
Commissioners in Ada County, Idaho declare planner's private contract with adjacent county violated county ethics statute.
"Ada County (Idaho) planner Mark Pecchenino, who spent the last two years helping ramp up the county's planned community planned ordinance, resigned Thursday amid scrutiny about his moonlighting job with another county."
"Ada County commissioners asked the county's legal department to investigate Pecchenino's moonlighting project, said Ada County Commission chairman Fred Tilman. The legal department concluded Pecchenino's contract with Elmore County violated county policy, Tilman said, because the scope of the work outlined in the contract could have been perceived by the public as violating the county's code of ethics and conflict of interest policies."
"[But] Pecchenino's supervisor, Richard Cook, and planning department director Gerry Armstrong [had] both approved Pecchenino entering a contract with Elmore County as a 'private consultant.'"
