Downtown revitalization efforts achieve different degrees of success in two Washington State cities.
Chris Hugo admits that it is not easy going to work each day as a city planner in Spokane, Washington. Hugo is one of a team of planners charged with implementing the eastern Washington city’s downtown revitalization effort. The problem, as Hugo and many others see it, is that politics is forcing the revitalization project to fail.NOTE: The full text of this article may only be available to ULI members.
