Downtown revitalization efforts achieve different degrees of success in two Washington State cities.

Chris Hugo admits that it is not easy going to work each day as a city planner in Spokane, Washington. Hugo is one of a team of planners charged with implementing the eastern Washington city’s downtown revitalization effort.
