Nation's Crime Rate Falling

"Nation's serious-crime rate fell to its lowestlevel in nearly 30 years in 1999.

"Police and criminologists attribute the continuing drop - crime rates have fallen eight straight years - to a combination of tougher prison sentences, a booming economy, community policingand a population that is getting older."
